Ambassador Chen Hai Attends the Seminar on Cooperation on Non-traditional Security Matters among LMC Countries

On July 14, H.E. Mr. Chen Hai, Chinese Ambassador to Myanmar, attended the Opening Ceremony for the Seminar on Cooperation on Non-traditional Security Matters among Lancang-Mekong Cooperation (LMC)countries and delivered a speech. About 100 people attended the event, including H.E. U Kyaw Myo Htut, Deputy Minister of Foreign Affairs of Myanmar, U Thant Kyaw, Chairman of the Myanmar Institute of Strategic and International Studies, diplomatsand experts of LMC countries.

Ambassador Chen Hai stressed that non-traditionalsecurity issues are increasingly threatening the survival and development of mankind.Faced with the turbulent international security situation,President Xi Jinping put forward the Global Security Initiative. It provides a Chinese approach to solve global security issues, reduce the security deficit and safeguard common security for mankind. The initiative has won wide praise and positive response from the international community.. The six LMC countries jointly set a sample for the Global Security Initiative and conduct productive cooperation in non-traditional security fields such as joint response to terrorism, online gamble, internet fraud, and humantrafficking.Take the recent issue of online fraud as an example, China holds a zero-tolerance attitude, and keeps a high pressure on combating it. Recently, a joint combat operation at border areas by China, Myanmar and Thailand has achieved preliminary results. In the future, LMC countries are bound to further stepped up against crimes to create a clean and healthy environment for LMC. Development is a key to addressing major security problems. China is ready to continue to work with other LMC countries to create new growth points for non-traditional security cooperation and build a peaceful, tranquil and prosperous homeland.

H.E. U Kyaw Myo Htut stated that LMC had become the most pragmatic and efficient cooperation mechanism in the reigon cooperation. Myanmar has launched over 100 LMC Special Fund projects, bringing tangible benefits to the people and helping Myanmar achieve the UN's 2030 Sustainable Development Goals. LMC attaches great importance to non-traditional security cooperation. This Seminar aligns with the current international and regional situation and provides a platform for LMC countries to enhance non-traditional security exchanges and cooperation. As the co-chair of the LMC, Myanmar is willing to actively participate in the LMC to maintain regional peace, stability, and sustainability.

U Thant Kyaw expressed his gratitude to the LMC Special Fund for its support of this Seminar. With the current international situation rapidly and complexly evolving, President Xi Jinping advocated solidarity, cooperation, and win-win mindsets for the challenges faced by the international community by proposing the Global Security Initiative, which aims to root out the sources of conflicts, enhance global security governance, inject stability and certainty into a turbulent world, and pave the way for enduring peace and development. The Seminar will facilitate dialogue and deliberation on mitigating and resolving cross-border security challenges and is dedicated to offering intellectual assistance for collaboration on non-traditional security matters among LMC countries.

The Seminar is organized by the Myanmar Institute of Strategic and International Studies and supported by the LMC Special Fund. The Seminar is divided into two sub-forums: "Combating Online Gamble and Internet Fraud and Other Cybercrimes" and "Food Safety and Poverty Alleviation in Lancang-Mekong Region". Experts from the six LMC countries discussed the issue of online gamble and internet fraud, which is a matter of high priority to all parties. They presented the situation and losses encountered by their respective countries and concurred that online gamble and internet fraud crimes pose a grave threat to the security of people's lives and property, harm national interests and image, and undermine a sound environment for regional cooperation. Therefore, they must be resolutely punished. Since online gamble and internet fraud crimes have become increasingly specialized, organized, and internationalized, LMC countries must enhance their international cooperation, increase publicity and information sharing, upgrade their equipment and technology, and step up their joint crackdown efforts. All parties concur that they should leverage development as a means to enhance security, advancing sustainable development in the region by upgrading infrastructure and alternative planting, shrinking the room for cross-border illegal activities, and achieving progress in non-traditional security cooperation.
